INTRODUCTION: Bamboo Technology Park Ltd. is a company promoted by Assam Industrial Development Corporation Ltd. (AIDC) and a few private enterprises. This is a “Not- for-profit” company under section 8 of the Companies Act. It was incorporated in 11.06.2010. It has set up a Bamboo cluster project near Chaygaon, Kamrup, Assam at an investment of Rupees 62 crore, which is mainly funded by Government of India, Department of Industrial Policy & Promotion (DIPP) under the Infrastructure Upgradation Scheme (IIUS). The primary object of the project is to provide infrastructure facilities to bamboo entrepreneurs against payment of user charge. An area of 60 bigha has already been developed with road, drainage, electricity and water amenities, part of which will be leased out to entrepreneurs to set up their bamboo based factories. A modern Common Facility Centre has become operational that has modern equipment for producing many innovative bamboo products. An R&D facility and Design Centre is planned. There is a Marketing Centre with exhibition space and training infrastructure.
DIPP: The Department of Industrial Policy & Promotion of Government of India was established in 1995 and has been reconstituted in the year 2000 with the merger of the Department of Industrial Development. The Department is involved in promotion of industry throughout the country. As a part of this responsibility, the Department monitors and stimulates industrial growth, promotes industrial activity in remote and underdeveloped areas of the country and undertakes programmes for improving productivity and quality.
IIUS SCHEME: DIPP through its Industrial Infrastructure Up gradation Scheme works towards enhancing competitiveness of the domestic industry situated in clusters in identified industrial locations. The Scheme aims to provide quality infrastructure in some identified functional clusters/ industrial locations so as to make industries in these clusters /industrial locations globally competitive.
SPV: Implementation of the scheme is through a Special Purpose Vehicle (SPV) formed by the cluster/industry association which will carry out business of developing operation and maintaining the infrastructure facility created in the industrial locations. SPV will be a Corporate Body/Association registered under Companies/Societies Act. This arrangement is to ensure the creation of the useful assets and sustainability through an appropriate revenue generation mechanism.
